The Water Authority is an independent subdivision of the State of Georgia, and does not receive any general tax revenue from Carroll County government.
The Water Authority’s fiscal year begins on July 1st and ends on June 30th. This fiscal year’s financial budget is comprised of Operating and Capital Divisions. The Operating Division contains the revenue and expenses associated with the daily operation of all Water Authority facilities including the water treatment plant, water distribution system and wastewater treatment plant. The Capital Division contains the revenue and expenses associated with debit service and capital improvement projects. The Water Authority funds both divisions through revenue generated by user fees and connection charges.
